Bit late to this, and I never knew there was a Gloucestershire Day, but the flag has been around for a while now. I remember we were going to fly it as part of our county Scout activities around 10 years ago. I don't know if they do now since I emigrated, but if I recall rightly there was a competition to design a county flag and this green, cream and blue one won.
