Bang on RE: Scrums, I've argued that a lot of the tinkering is simply to future proof themselves legally - if someone asks what they have done to make things safer they can simply say, "well in [year] we made sure to change the rules to include/exclude [x]" and anyone who never played will nod and smile like they know what they're talking about.

I played since 1993/4 from school age and I've not really seen a lot of issues or particular needs of the scrum rule changes, I wish they'd just stop unless they can show how it provides safety to the players.
