Absolutely! If hands are on in the ruck, that should be a penalty. If refs penalised teams instead of coaching them then it might help to sort the mess that is the breakdown out and speed the game up a bit.

There's nothing wrong with the clarity of the ruck laws, it's the failure of the refs to apply them.

Someone said to me the other day they felt our game and others were reffed like top14 or pro14 games whilst we played like we do in the Premiership - ie the breakdown rules are enforced (or not) differently. We need standardisation across world rugby.

Or significantly slow it down due to each side giving away 50+ penalties each game. What a poor spectacle that would be...

The breakdown is a mess. On one occasion during the Exeter v Castres match an Exeter player flew over the ruck, landed legs in the air, didn't move and the Ref did nothing.
